For Chillies: Roast white cumin, whole coriander and mustard seeds on a griddle, cool and crush.
Mix all the ingredients for chillies filling. Slit green chillies and fill the mixture in them.
After 15 minutes, shallow fry the green chillies.
For Achari Gosht: Heat oil in a cooking pot, add onions, fry till golden and strain out on absorbent paper.
In the same pot, add half of the crispy fried onion, mutton, turmeric powder and salt to taste and allow cooking for some time.
When water dries up, add finely sliced ginger, garlic, whole coriander, fennel seeds, red chili flakes and yogurt, remaining onion and mix.
Also add 2 cups warm water.
Cover and cook on low heat till mutton is cooked through.
Now add green chillies, cover and simmer for 5 minutes.
Drizzle lemon juice on top, mix and serve.
