Boil milk in a kadhai.
Add the grated carrots and cook on medium heat, stirring constantly until the milk has thickened.
Stir in sugar and cook till most of the moisture has evaporated.
Add the ghee and stir-cook for 5 minutes.
Remove from fire and mix in the khoya.
To Serve: Garnish with almonds and raisins and silver leaf, if desired. Serve hot.
