Soak the rice in a bowl for 20-25 minutes.
Chop capsicum, onion, carrot and shred the cabbage.
Place the rice, salt and water in saucepan and cook until the water is absorbed (about 10 minutes).

Place the lid onto the saucepan of rice and continue to cook on low heat for about 10 minutes until the rice is done and the vegetables are tender.
