In a small bowl add the yogurt, fresh milk, white cumin, sugar, and salt and mix all the ingredients well.
Peel the carrots and grate them.
Add the grated carrots to the yogurt mixture along with chopped green chilies and ground cumin.
Heat oil in a pan and fry the whole white cumin.
Pour the bhagar on top of the yogurt.
Garnish with chopped mint leaves and serve.
