Grind all dry ingredients very fine.
In a pan combine the mince thoroughly with dry ingredients, yogurt, garlic, ginger, green chillies, mint, raw papaya and oil, add lemon juice and leave for 15 minutes.
Put the pan with mince on low heat and cook till water in the mince dries.
Heat a piece of coal on flame till it becomes red hot.
Put the coal on a piece of onion peel in the pan on top of mince, pour a tbsp of oil on coal and immediately cover the pan tightly for a few minutes.
Put the pan on a tawa, till it turns brown.
Sprinkle with onions, mint and green pepper and serve with naan.

I got another one in which the masalas have to be cooked on tawa and then grind .does it makes difference.with khopra.
