Put black pepper, red chilies, salt and soya sauce on chicken, mix and set aside.
Heat oil and butter in a pot, add chicken pieces and fry till golden.
Remove chicken from pot.
Cut carrots and potatoes in thin, round slices, put in the same pot and fry.
Put chicken pieces on top of carrots and potatoes, add lemon and onion.
Cover pot, cook for 15 minutes and remove.
Put chicken pieces on plate, finely cut garnishing ingredients, sprinkle on top and serve.
