Place the meat, ginger, garlic, onion, black paper, cardamom, cinnamon, cloves, bay leaf, salt and half of the oil in a pan.Add 3 cups of water.Cover and cook over moderate heat until the meat is tender.In a separate pan heat rest of the oil. Fry the onion golden brown.Add the tomatoes and fry for a few minutes.Add the meat and paprika, stir and fry for 10 to 15 minutes.Add 1-2 cups of water and keep covered over low heat for 20 to 25 minutes.Serve hot with boiled rice, pullao, chapatti or parata.
