Preheat oven to 175 degrees C.
Grease two 9x5 inch loaf pans.
In a large bowl, combine the sugars, oil and eggs. Beat the mixture until smooth.
Mix in the water and pumpkin until fully incorporated.
In a medium bowl, combine the flour, ginger, allspice, cinnamon, cloves, baking powder, salt and until fully mixed.
Add the flour mixture to pumpkin mixture, slowly mixing until fully incorporated.
Divide the batter into pans and bake for 1 hour or until a toothpick inserted comes out clean.
