Sift the flour in a bowl and mix in the semolina.
Add the salt and pepper and enough milk to make a pouring batter, beat well.
Lightly coat a non-stick frying pan with oil/butter and heat gently, drop a spoonful of batter on the pan and spread it to make a pancake.
Flip the pancake after about two minutes and cook the other side until cooked through and golden.
Repeat with the remaining batter to prepare the rest of the pancakes.
