Pre-soak rice in water for a while and then drain the excess out.
Now in a skillet, put in the rice with fresh water.
Add in half mint, 2 green chilies, allspice and salt and boil altogether till half done. Keep aside.
Now in a separate skillet, heat oil and sauté onions until golden, take half of them out of a tissue paper.
To the remaining onions, add in tomatoes, ginger, garlic and turmeric along with mince and mix in everything well.
As the water of the mince starts to dry out, add in cloves, crushed red chilies, 2 green chilies, other half mint and lemon juice and put it on for simmer for 5 minutes.
Now grease the rice skillet slightly and add in a layer of rice then mince and finish it up to the top.
Now mix in the yellow color in the milk and pour over the rice.
Now add in lemon juice and mint and again keep for steam.
Finally garnish with brown onions and serve with raita.
