Take fine flour, add salt and clarified butter and knead it properly.
Now make small even sized balls from the flour.
Flatten these balls in the shape of circles.

Sahar, the recipe indeed has a mistake. Thank you for bringing this to our attention. The recipe is now updated for you.
There is a mistake in point 1. its written "clarified oil " instead of "clarified butter" ,.. Please correct it cos many readers tend to get confused. However I will def try this recipe over the weekend and get back with my comments :)
Sdf, you have to use required water to knead a medium soft dough. Make sure you fry the puris in hot oil over medium high flame.
will they be soft when fried ?? coz few receipes i treid they become a bit of dry and dont remain soft ... Also i noticed that you didnt use water ... i hope that only kneading the dough with oil would make them softer ?
